Revenue Services Lesotho has launched an online refunds application system that will respond to taxpayers’ needs and advance service delivery.
This is part of the organisation’s drive for digital transformation and operational efficiency.
The initiative aligns with RSL Strategic Plan 2023 – 2027 dubbed “Lesokoana”, which identifies digitalisation as one of the organisation’s key strategic pillars.
Through this system, RSL intends to leverage technology with the ultimate objective of simplifying compliance, improving service delivery, strengthening data-driven decision-making, and enhancing transparency.
Speaking at the launch on Tuesday this week, the Commissioner General of RSL, Mathabo Mokoko, said the introduction of the system marks a crucial step for the organisation to proactively strengthen the refund administration process through automation, accuracy, and improved turnaround times.
“For refunds between M20 and M1,000 with no issues, the application will go straight into “processing” mode. If there are issues, it will show as “pending” until these have been resolved. It will then move to “processing” and finally “processed.”
She noted that for refunds above M1,000 that need further checks, the system will show “audit in progress” before processing. If documents are missing or returns are outstanding, the application may be rejected or cancelled, with reasons clearly shown on a dashboard. Where a taxpayer owes any outstanding tax liability, the refund will automatically offset that balance, ensuring integrity and compliance with the revenue law.
Mokoko said as they celebrate this milestone, they remain mindful that not all taxpayers are familiar with online systems, that is why their Mobile Tax Office continues to crisscross the country, bringing services closer to the people.
The RSL teams will assist taxpayers in using the platform, ensuring that no one is left behind in this digital transition, and that every Mosotho, whether in the highlands or lowlands, deserves the same level of convenience and service excellence.
As their way of moving forward, Mokoko said, the RSL will continue to modernise, not because it is fashionable, but because it is necessary. They will also keep on innovating, simplifying, and bringing services closer to the people.

It is easier, faster, and reliable,” Mokoko added.
